Lubbad

Mr. Lubbad was a UN staff member quietly going about his business until the day that an OIOS investigator thought he was guilty of doing something they had absolutely no evidence to suggest that he did.

Ms. Aahooja worked for UNICEF until she was dismissed for fraud following an investigation by UNICEF's Office of Internal Audit and Investigations.


There was just one very minor problem with that; which is that OIAI clearly had not a clue about what they were doing....

Between April and September 2016, OIOS deployed a total of 31 staff members, 21 of whom were investigators (the remainder presumably being support staff) to the Dekoa Region of the Central African Republic to investigate what was initially reported to be 98 cases of sexual exploitation and abuse.  That number grew as more vicrims were identified until the final nymber of cases to be identified was 163.


There were, in addition, possibly another 216 (which would have brought the total up to 379 - but OIOS decided they did not need to be investigated...) 


Still, the investigators interviewed some 435 individuals, both witnesses and complainants over 137 days.


The investigation cost the Organization approximately US$500,000.

The story of how OIOS investigated Mr. Sirohi is something that the UN tried very hard keep quiet, and for very obvious reasons.

In   early   March   2011,   the   local   police   in the town of Dungu in he north eastern corner of the Democratic Republic of Congo,  received  a   report   that   a   UN   Security   Officer had had sex with an under-age girl.


This is the story of the OIOS investigation into that case, and an illustration of how it takes the UN five years to deal with such complaints.

This is a other example of UNIFEF's very questionable investigative abilities, together with the   UN   “justice”  system showing off their linguistic gymnastics so  the word “will” can meaning that something is not mandatory, so there can be evidence  of there being “no evidence”, and that is all in addition to how senior officials are free  to  lie  and  mislead  investigators.
